Three New Members Appointed to OHCS Housing Stability Council

Gov. Tina Kotek appointed three new members to the Oregon Housing and Community Services (OHCS) Housing Stability Council. Carly Colgan, Ed Mcnamara, and Brooke Standifer bring decades of experience in affordable housing development, housing policy, community leadership, and nonprofit management to the agency’s advisory body.

The Housing Stability Council, with the advice of Executive Director Andrea Bell, sets policy, and decides on rules, standards, and funding decisions for agency programs.

Colgan serves as CEO of Bend-Redmond Habitat for Humanity, where she leads efforts to expand equitable access to affordable homeownership throughout Central Oregon. She previously served as CEO of South Puget Sound Habitat for Humanity and has held many state and national leadership positions advancing affordable homeownership, housing policy, resilient construction practices, and climate-ready housing.

McNamara is a retired affordable housing developer with decades of experience overseeing every stage of housing development, from land acquisition and financing to construction, property management, and long-term asset management. Throughout his career, he developed energy-efficient, transit-oriented affordable housing in Portland and contributed to nonprofit, public-sector, and private-sector housing developments.

Standifer is a housing strategist, writer, engineer, and principal of Wild Rising LLC. Her work focuses on helping communities translate ambitious housing goals into practical, buildable projects by combining expertise in housing policy, development feasibility, finance, sustainability, and implementation.

The three new council members succeed Maggie Harris, Mary Li, and the late Claire Hall.
